Essential Job Duties

  • Provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees (especially members of their own team), and have regular and reliable attendance that is non-disruptive.
  • Perform supervisory responsibilities which may include interviewing, hiring and training employees, planning, assigning and directing work, appraising performance, rewarding and disciplining employees, addressing complaints and resolving problems, authorizing scheduling changes and time off. Carry out supervisory responsibilities in accordance with the City’s policies and applicable laws.
  • Work independently toward goals assigned by the division director including assisting the division director through planning, managing and overseeing assigned activities This involves managing active HUD programs and any new programs that may be developed and completing/submitting required HUD Reports as assigned.
  • Monitor sub-recipients to make certain that requirements of the grants are completed as approved. Use independent judgment in answering questions throughout the year regarding approved expenditures and review requests and approve deadline extensions and expense deviations.
  • Develop knowledge of HUD regulations and the City’s grant program guidelines in order to provide assistance to co-workers as needed and provide basic information to the public Provide technical assistance to applicants involved in the grant writing process.
  • Responsible for conducting projects as assigned including program research, community relations, outreach and other tasks related to the effective and efficient implementation of grant projects. Develop public relations marketing, presentation and promotional materials when assigned. Prepare public presentations as assigned and conduct public hearings as a representative of the Community Resources division. Provide resource and referral information to citizens seeking community-based services. Work on grant writing projects.
  • Responsible for conducting HUD Environmental Reviews for HUD funding projects for the division and outside organizations with HUD funded projects.
  • Manage and maintain accurate program information and records across a variety of platforms including website & social media, quarterly newsletters, hard copy outreach materials, etc.
  • Provide assistance to the division Director.

Secondary Job Duties

  • Secondary duties as assigned.

Minimum Qualifications

  • Bachelor’s degree (B.A. or B.S.) and two years of related experience, Associate’s degree and five years related experience, or High School Diploma or equivalent and ten years of relevant experience.
  • Valid Driver’s License.
  • Effectively communicate with others orally and in writing.
  • Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public. Ability to respond to common inquiries or complaints from customers, regulatory agencies or members of the business community.
  • Ability to meet stringent schedules and timelines and work independently with little direction.
  • Ability to read, interpret and apply policies, procedures, codes, rules and regulations.
  • Ability to make oral presentations at public hearings and meetings.
  • Must be proficient in the use of a personal computer and other related software programs. Advanced skill necessary in order to produce accurate statistical information. Must be able to effectively operate standard office equipment as well as a portable radio, central base unit and digital camera.
  • While performing the functions of this job, the employee is regularly required to talk and hear. The employee regularly is required to move from location to location, use hands to finger, handle, or feel and reach with hands and arms. The employee must occasionally lift and/or move up to 25 pounds. Vision abilities to accomplish computer and office work.

Full Time, 40 or more hours per week, non uniformed employee. Eligible for all City benefits offered to full time non uniformed employees and all full time City accruals of paid leave.
