The Opportunity…

We are seeking a PREA Coordinator [Human Services Program Administrator 3] in the Office of Professional Standards. Duties include, but are not limited to:

  • Plan and administer Prison Rape Elimination Act (i.e., PREA) compliance for DYS.

  • Develop, implement, update, and monitor policy to ensure compliance with PREA Standards.

  • Generate confidential reports for the Bureau Chief and other managing officers.

  • Statewide oversight of PREA Compliance Managers.

  • Analyze and evaluate policies and procedures.

  • Conduct quality assurance for JJCMS system.

  • Develop and implement quality assurance tools to track and monitor PREA incidents and investigations.

  • Conduct monthly site visits to DYS facilities and other facilities on a routine basis and hold exit conferences with site managers (e.g., inspect the sites, observe the youth and staff, review files, ensure compliance with policies and procedures).

  • Complete site visit reports in a timely manner and provide specific written feedback on areas of deficiency. Assist the sites in the development of corrective action plans.

  • Actively search for grants to augment the PREA practices to assist ongoing improvement. Serve as the lead project manager for any grants obtained.

  • Organize and provide training on PREA Standards, sexual assault, abuse, harassment, and other related training as requested by Bureau Chief.

Qualifications

Completion of undergraduate core program in social or behavioral science or pre-medicine; and 24 mos. exp. in delivery of human services or medical assistance in governmental, community or private human support services agency or medical provider; and 6 mos. exp. in management; and 12 mos. exp. in supervisory principles/techniques.

Or completion of graduate core program in social or behavioral science or medicine-related field; and 18 mos. exp. in delivery of human services or medical assistance in governmental, community or private human support services agency or medical provider; and 6 mos. exp. in management; and 12 mos. exp. in supervisory principles/techniques.

Or equivalent of Minimum Class Qualifications for Employment noted above.


Knowledge of
social or behavioral science or pre-medicine; program planning for human service organizations; social program & policy analysis; agency & governmental laws, rules, regulations & procedures applicable to particular social program; supervisory principles/techniques; management; accounting, finance or budgeting*.

Ability to deal with many variables & determine specific action; prepare & deliver speeches before specialized audiences; establish professional atmosphere as administrator; handle sensitive inquiries from & contacts with officials & general public.
