This is professional work analyzing multi-level court business practices to develop automated processes and provide training programs for court personnel, judges, and judicial staff.

The work involves developing training program curricula and conducting training sessions for the court case management/accounting systems and various other software packages in use by Montana courts. This position will be responsible for creating course schedules and training materials as well as arranging training facilities and coordinating technology to accommodate training session needs. The position end-user needs assessments determine the most effective to configure settings for the case management system. The position will test, troubleshoot, and evaluate the case management/accounting software performance problems. Additional responsibilities include follow-up visits, remote support, phone support, technical manual development, ongoing system maintenance, presentation development, public speaking, and traveling to court sites throughout Montana.

Work is performed independently within a team environment and supervision is received from the FullCourt Program Manager.


  • Analyzes and evaluates court needs, at multiple levels (District, Justice, City, Municipal), business processes to include criminal, civil, and juvenile case processing, creating and managing court documents and templates, receipting and reconciling funds and all other daily court functions, jury management, reviewing capabilities and limitations of possible solutions, and ensuring all project deliverables meet specific needs and requirements of the Court’s staff and business processes.
  • Researches and analyzes State laws, rules, and regulations to ensure the proposed systems comply with statutory requirements. Coordinates with legal staff such as County Attorneys and judges through the Office of Court Administrator’s Automation Committee as necessary to verify the interpretation of various statutes.
  • Assists in the development of system project plans. Implements project plans at the direction of the FullCourt Program Manager and Information Technology Division Director. Communicates development strategy decisions, requirements, and alternative solutions to Court Administrators, judges, and other personnel. Ensures that system development plans meet the diverse and sometimes conflicting needs and interests of each court, and users such as the Department of Justice, county attorneys, and other related law enforcement agencies.
  • Evaluates problems and complaints from all courts related to system implementation and performance, develops solutions, and recommends workable options through consensus. This involves identifying the nature and significance of problems and developing viable alternatives.
  • Manages ongoing system maintenance and monitoring efforts to ensure the effectiveness of system functions and operations.
  • The position is responsible for providing quality assurance tracking during development, through implementation, and throughout the course of operations.
  • The analysis and evaluation of Court business process needs, and the development of unique solutions requires the position to consider a range of variables related to process requirements, work priorities and objectives, available resources, technological capabilities and limitations, and system-wide integration strategies to ensure that the OCA is delivering effective, long-term solutions.
  • Develops educational materials including course content, exercises, handouts, audio-visual options, background notes, procedural manuals, and guides.
  • Assists in designing and developing materials to announce and promote training courses, and to showcase new or enhanced functionality.
  • Informs supervisor and help desk of end-user problems and resolutions to assist in providing quality service. Maintains resolutions database and logs help desk calls.
  • Communicates system changes through newsletters, email messages, professional presentations, and user conferences.
  • Applies knowledge of the principles, practices, and methodologies of accounting to a variety of professional assignments and complex tasks.
  • The incumbent is expected to write, modify, or recommend alternatives to court operating procedures and technical reference systems as appropriate.


Business office setting, however, position requires occasional statewide travel, and multi-day on-site visits, as well as occasional unusual hours.


Work is essentially sedentary with occasional walking, standing, bending, and carrying items under 25 pounds.


  • Requires knowledge of data management products; accounting principles; computer operating systems; and testing and performance principles.
  • Requires an understanding of system integration methodologies.
  • Requires working knowledge of business process analysis, accounting principles and guidelines related to information technology and case management systems.
  • Requires the ability to work independently, set priorities, and meet deadlines.
  • Requires the ability to develop innovative solutions to specific court needs involving multiple processes, objectives, and requirements (e.g., DMV. County Attorneys, vendors, users, etc.). Must understand the functionality of the court case management and accounting systems, and the varied court business practices.
  • An understanding of financial/accounting principles and business processes is preferred but not required.
  • Must develop training classes that provide court personnel with the knowledge and skills necessary to effectively utilize the case management systems.
  • Must possess the knowledge and ability of an educator to effectively deliver training and user materials to diverse audiences. This involves working with a large and varied group of customers.
  • Must be able to work as a member of a team and possess the ability to establish and maintain effective working relationships with staff members of varying technical abilities.
  • Must be able to manage, monitor, and track issues with vendors.
  • Must be able to manage assigned projects with little assistance.
  • Must be able to effectively communicate verbally and in writing.


Education and experience equivalent to an associate degree in accounting, business, finance, or a related field and at least one year experience developing and delivering adult training programs. Equivalent combinations of education and experience will be considered. Court related experience preferred but not required.
